Well it was basically animated series episodes so yeah the animation is TV quality not feature film quality. After watching the series for so many years it doesn't bother me too much, but it's still jarring to watch it straight after the original. KoT is better as it was intended for DVD from the start, but still doesn't match the original.
RoJ was originally going to be the first few episodes of the TV series, so it was animated by two TV animation studios, WDA Japan and WDA Australia. Both of those studios were pretty much brand new, so there was a learning curve there.
Actually they both also did KoT, and many of the better animated series episodes, so you can see the difference.
I wish they'd done a better job of connecting RoJ with the series, maybe putting a trailer for the series at the end. I know they did the whole "I want to see the world" thing at the end, but that could just as well have been a setup for another sequel. I personally did not know there was going to be a series until I stumbled upon it, by which time I'd already missed a couple of episodes.
It also would have lowered expectations about animation quality and no one would have criticized it for no Robin Williams... oh well, hindsight.

I'm on board with what everyone else has said. The animation in Return of Jafar does decrease in quality.
I'm really not an RoJ fan.
I appreciate that the film revealed some crucial information such as Iago becoming good, and I like that Jafar was defeated, but that's about it. Ah, I also liked seeing Aladdin and Jasmine fight because I feel that their relationship is the most realistic out of all the Disney couples, and I thought it was sweet when Jasmine said that she wanted to travel with Aladdin at the end of the movie.
But no, that wasn't your imagination.
Even though the animation is also bad in King of Thieves, I like that that movie had a better story and plot.

"did the animation quality get worse" is a big, big understatement.
