It's a mugen game of Jigglypuff from Pokemon vs. Blossom from The Powerpuff Girls. I myself have no idea on Earth how these mugen video games are created with random cartoon characters battling each other, but I wish that someone on here knew how to make one. I'd LOVE to see our Aladdin cartoon fandom represented in one of these creative mugen video games. Here are the characters that I think should be in it: Aladdin, Jasmine, Genie, Eden, Jafar (2nd Sorcerer form & Genie form of course), Mozenrath, Mirage, Saleen (in her legs/land form of course), and Saluk.
